About TVET@Asia
TVET@Asia is an open content online journal for scientists and practitioners in the field of Technical and Vocational Education and Training (TVET) and Vocational Teacher Education (VTE) in the East and Southeast- Asian region.
Its main purpose is to provide access to peer reviewed papers and thus to enhance the dissemination of relevant content and the initiation of open discussions within the TVET community.

Andrea Bateman is an independent consultant with extensive experience in qualifications frameworks and quality assurance policy analysis. Her research interests include qualifications and quality assurance frameworks, competency based assessment, graded assessment, recognition of prior learning, and credit transfer.
Andrea has evaluated and designed qualifications systems and frameworks; provided policy advice to Australian Aid Program, World Bank and APEC as well as to governments especially in Australia, Solomon Islands, Indonesia, Malaysia and various other ASEAN and Pacific island countries. She was the principal consultant for the design and development of the ASEAN Qualifications Reference Framework and of the regional East Asia Summit TVET Quality Assurance Framework. Andrea was the principal consultant for the refinement of the Pacific Qualifications Framework and has recently completed research into financing TVET in the Pacific.
Andrea has presented as an expert speaker at the United Nations – Expert Group Meeting ‘Youth development and rights’ (2013) in relation to qualifications frameworks and quality assurance; and provided professional development to World Bank and DFAT (Australia) staff on qualifications frameworks and quality assurance (2013).
Her evaluative work includes proposed governance arrangements for the proposed Indonesia IQF board, and review of the Pacific Qualifications Framework initiative.
